Charles E. Brockway, Ph.D., P.E.

Dr. Brockway is a professor emeritus at the University of Idaho and the senior member of Brockway Engineering. From the 1960s through the present, Dr. Brockway has been instrumental in the study of water resources throughout southern Idaho and the Northwest. He headed a team of university researchers who developed the first numerical groundwater model of the Eastern Snake Plain Aquifer. He is an author of more than 100 publications, including many important reference works used by governmental agencies and private consultants. He traveled twice to Pakistan with a University of Idaho team to help water authorities optimize the country’s irrigation systems. He is a former chairman of the Idaho Board of Professional Engineers and Professional Land Surveyors.

Dr. Brockway is the managing partner of the firm. He studied at the renowned Iowa Institute of Hydraulic Research at the University of Iowa under the Hunter Rouse Fellowship. Dr. Brockway's expertise is in design of water control and conveyance systems, computer modeling of physical systems, flood plain analysis, statistical hydrology, and water right policy and transactions. He serves as project manager, senior design engineer, and general business manager.

His expertise includes numerical groundwater modeling, flood plain evaluations, stream bank restoration and protection, surface water quality modeling, and water right transactions.

Mr. Latham completed his graduate work at the University of Nevada with studies relating to contaminant transport in surface streams. His expertise centers on surface water quantity and quality analysis, groundwater hydrology, geochemistry, river bank protection, and water rights transactions. Mr. Latham also provides support to project engineers with field data collection and analysis.

Jennifer Jennings
Jennifer heads the Technical Graphics section of the firm. She is a specialist in GIS mapping and analysis utilizing ArcMap, data analysis and line drawing creation with AutoCAD, and digital image processing in support of projects for the firm.
